Iran-US MoU to end war a welcome development for regional security and stability: Analyst

By Alireza Kamandi

The Iran-US memorandum of understanding (MoU) is a welcome step toward de-escalation, with potential benefits for regional security and stability, says an analyst.

In an interview with the Press TV website, Samir Humbatov, a political scientist and the head of the Center for International Relations and Diplomacy Studies in Azerbaijan, framed the memorandum of understanding (MoU) to be signed by Iran and the United States in Geneva on Friday within the broader context of regional peace and stability.

He noted that the MoU should be viewed as a positive step aimed at preventing further human casualties and promoting peace in a region.

The Azerbaijani analyst noted that both sides in the war suffered heavy losses, adding that Israel also suffered substantial losses, though information remains restricted.

Humbatov emphasized that, regardless of the outcome, such prolonged wars are damaging for the whole region, welcoming the MoU brokered through Pakistan's mediation as a positive development for the region, including Azerbaijan.

When asked about the historic nature of the MoU, particularly reports that the US has committed to guaranteeing obligations on behalf of the Israeli regime for the first time, Humbatov highlighted the significance of this development for Iran's national security.

He stressed that the MoU could become an important factor not only for Iran's security but also for the entire region.

Humbatov said that any armed conflict in the region poses a direct threat to the national security of regional states. He drew parallels to Azerbaijan's own experience during the occupation of Karabakh, noting that while the MoU may not fundamentally alter the regional balance of power, it could effectively reduce the risk of war between the parties for an indefinite period.

Regarding the limited transit through the Strait of Hormuz due to the US war of aggression against Iran and also the illegal naval blockade imposed by the US against the Islamic Republic, Humbatov said that any military confrontation in the Persian Gulf could lead to serious economic disruptions on a global scale, emphasizing the importance of global trade through this chokepoint annually.

“The removal of the blockade is a crucial outcome of the negotiations. Both the United States and Iran have found acceptable alternatives and reached a compromise on this key point. This development should be welcomed and it signals a mutual understanding of the detrimental consequences of maintaining such a blockade”, he told the Press TV website.

As to the memorandum's emphasis on respect for Iran's sovereignty and non-interference by the United States in its internal affairs, the analyst said it is a significant clause, noting that, according to international law, one state should not interfere in the internal affairs of another.

He also said that while the US and Iran appear to have reached some understanding, making a definitive judgment on the durability or reliability of these agreements would be premature.
