Iran parliamentary commission finalizes plan to secure Strait of Hormuz: Chairman

Iran’s National Security and Foreign Policy Commission has finalized a comprehensive plan for the security and development of the Persian Gulf and the Strait of Hormuz, a senior lawmaker said, while also revealing a proposal calling for legal and financial incentives for action against US and Israeli leaders.

The commission has prepared a draft titled “Plan for the Security and Development of the Persian Gulf and the Strait of Hormuz,” which will be reviewed once the legislature reconvenes, according to Ebrahim Azizi, the chairman of the parliamentary commission. 

Initial coordination with the Constitutional Council and the Foreign Ministry has also been carried out, and input from the General Staff of the Armed Forces has been received.

The lawmaker noted that the plan respects international law and envisions the possibility of the government concluding agreements with other countries regarding the Strait of Hormuz.

“The Strait of Hormuz, which belongs to the Islamic Republic of Iran, is one of the world’s fourteen strategic chokepoints and an unparalleled geographic asset that has remained largely untapped,” the statement said. “Iran now seeks to use this capacity for power generation, economic production, defense and security, and maritime services.”

The plan would ban the entry of vessels from hostile countries and any military vessels under any pretext, reflecting “unprecedented achievements for the Iranian nation” following the recent war.

€50 million reward

Separately, the commission has prepared a reciprocal action plan that calls for the prosecution and targeting of US President Donald Trump, the Israeli prime minister, and the commanders of US Central Command over their role in the assassination of Iran’s Leader Ayatollah Seyyed Ali Khamenei on February 28.

“We believe that the US president, the Zionist prime minister, and the CENTCOM commander must be subjected to reciprocal action, the same action that led to the martyrdom of our leader. This is our right,” the statement said.

The draft stipulates that if any individual or legal entity carries out this religious and moral duty, the government is obliged to pay a reward of 50 million euros.

It also mandates legal pursuit of those who ordered and executed the assassination.

Asymmetric strategy and regional shifts

The lawmaker said that Iran’s strategy of asymmetric hybrid warfare, backed by popular mobilization, enabled the country to stand up to two nuclear powers.

He criticized the UAE, Saudi Arabia, and Qatar for allowing the US to use 14 military bases along the southern shore of the Persian Gulf during the war.

“Those who came to bring security to the Gulf states could not even secure themselves. The Americans are now banned from entry; they have fled and are anchored hundreds of miles away in the Indian Ocean,” he said.

The statement said Iran’s steadfastness has changed global perceptions.

“The world did not look at Iran before the Ramadan war the way it does today. They now know that we will make no concessions, compromise, or negligence regarding our national interests, security, and dignity.”

The United States and Israel launched an unprovoked war of aggression against Iran on February 28, assassinating Leader Ayatollah Seyyed Ali Khamenei and striking civilian and nuclear infrastructure.

Iran responded with 100 waves of decisive retaliatory strikes under Operation True Promise 4.

A fragile Pakistan‑brokered ceasefire is in place, but a US naval blockade of Iranian ports continues, and peace talks have stalled after Washington rejected Tehran’s peace terms.
