An explosion involving a car takes place outside the Women's Hospital in Liverpool in northern England, prompting the police to call in the counter-terrorism unit.

Merseyside Police, who cover Liverpool, said the blast happened just before 11:00 a.m. (1100 GMT) in front of the hospital, which is located in the downtown, AFP reported. They said they understood the car involved was a taxi, which had pulled up there before the explosion, Reuters said.

A male passenger was declared dead at the scene, while the male driver was injured and was in hospital in a stable condition, the police said.

"Work is still ongoing to establish what has happened, and could take some time before we are in a position to confirm anything," said Chief Constable of Merseyside Police, Serena Kennedy.

"We are keeping an open mind as to what caused the explosion, but given how it has happened, and out of caution, counter-terrorism police are leading the investigation supported by Merseyside police."

The blast has, however, not yet been declared a terrorist incident.

Three arrests have been made in connection with the incident. The arrestees have been identified as men aged between 21 and 29.

British Prime Minister Boris Johnson thanked first responders and wrote on Twitter, "My thoughts are with all those affected by the awful incident in Liverpool today."

"We would urge the public to remain calm (but vigilant)," the police, meanwhile, warned.
