US Secretary of State Marco Rubio has rejected Ukrainian President Volodymyr Zelensky’s claim that Washington deliberately disrupted SpaceX’s Starlink satellite services used by Ukrainian drones.
“I don’t know what Zelensky said. I’m not sure Zelensky knows what he’s talking about, but it wasn’t deliberate,” Rubio told reporters at Joint Base Andrews in Maryland on Saturday.
“We had nothing to do with it. Nobody in the United States ordered that Starlink speed be slowed down. It sort of happened, but my understanding is it’s been restored. It’s back to where it was before,” he said.
Ukrainian officials earlier reported that Starlink terminals had stopped working on drones traveling faster than 160 kilometers (100 miles) per hour. Zelensky had said tests conducted on Starlink equipment in European Union countries indicated that the restrictions imposed in Ukraine were “a planned operation.”
SpaceX chief executive Elon Musk denied restricting Starlink in Ukraine, but said it should be used for civilian and defensive purposes, not offensive operations.
The Telegraph reported that Musk had personally asked US President Donald Trump to cap Starlink speeds for Ukraine. Trump denied involvement and said he did not believe Musk was responsible.
Rubio, meanwhile, said Ukraine had no access to Starshield, Starlink’s military-grade sister service, despite having requested it.
The Starlink controversy comes as Trump and Zelensky clash over Ukrainian attacks on Russian oil refineries.

Trump has rapped Zelensky for driving up global oil prices, saying in a Newsmax interview aired on Thursday, “All he’s doing is making the world oil price higher. Well, I think that’s a disgrace.”
Trump has described Zelensky as “not a good guy for us to deal with” and said he should be replaced. The Kremlin has also denounced Ukraine for undermining peace efforts by resuming attacks on Russian refineries.
Earlier this month, Trump lifted sanctions on Russian diesel exports and on Friday, suspended new sanctions on Russian oil and gas trade, seeking to curb fuel prices ahead of November’s US midterm elections.
Kiev has been citing the fuel affair as another instance of Washington scaling down its support.
