Explainer: Which Persian Gulf power plants fueling US war machine are in Iran’s crosshairs

The recent bellicose threats by the megalomaniac American president against Iran's energy infrastructure have taken on new strategic dimensions when examined through the lens of America's regional military architecture. 

A detailed review of US military installations across the Persian Gulf reveals a critical dependency on local power plants that has received little public attention.

It boils down to the deep reliance of key American military bases in the region, from the United Arab Emirates to Saudi Arabia, on the power grids of their host countries. 

This interconnection creates a complex web of strategic interdependence, where any potential disruption to regional energy networks carries direct implications for American military operations throughout West Asia.

The United States maintains a sprawling network of forward operating bases across the Persian Gulf Cooperation Council states, installations that serve as the backbone of American air power, surveillance capabilities, and the accompanying destabilisation activities.

From these bases, US occupation forces project power over all countries in the region while also monitoring Iranian military activities along the Strait of Hormuz and the Arabian Sea. 

However, what is less frequently acknowledged is the extent to which these military installations depend on host-nation civilian infrastructure to sustain their operational readiness.

A closer examination of four major power generation facilities – located in the United Arab Emirates, Dubai, Qatar, and Saudi Arabia – illustrates this vulnerability in concrete terms. 

These plants collectively generate tens of thousands of megawatts of electricity, and each one serves as the significant power source for a nearby American base. In each case, the base's ability to maintain flight operations, command-and-control systems, and personnel support services is directly tied to the uninterrupted functioning of a single power facility.

The implications of this dependency are significant for any analysis of regional security dynamics. Any disruption to these power plants, whether through technical failure, cyberattack, or retaliatory military action, would directly impact and derail the operational capacity of American occupation forces at Al Dhafra, Al Minhad, Al Udeid, and Prince Sultan Air Base. 

These four installations, as first reported by Fars News Agency, represent the backbone of America's military presence in the Persian Gulf, hosting everything from strategic reconnaissance drones to the forward headquarters of US air operations across two continents.

The evidence points to a clear conclusion: the civilian energy infrastructure of America's Persian Gulf partners is not merely a matter of domestic utility but a critical component of the US military posture in the region, and a factor that must be accounted for in any assessment of the balance of power between Iran and its adversaries.

Al Tawelah: Beating heart of Abu Dhabi

Sixty kilometers southwest of Abu Dhabi's gleaming skyscrapers, where the urban sprawl dissolves into a harshscape of sand and salt flats, stands the Al Tawelah power and water complex.

It is a monument to Emirati ambition, a sprawling industrial colossus that produces 6,000 megawatts of electricity, enough to power a small European nation. That figure represents fully 12 percent of the entire country’s electrical output.

But Al Tawelah's true significance lies not in its contribution to Emirati civilian households or the air-conditioned malls of Dubai, Abu Dhabi and Sharjah. Its most critical client sits just 40 kilometers to the west: Al Dhafra Air Base.

Al Dhafra is not merely another American military outpost in the region. It is a strategic dagger pointed squarely at Iran and its allies. From this desert aerodrome, US Air Force RQ-4 Global Hawks – the massive, unarmed reconnaissance drones with their distinctive bulbous noses – conduct surveillance missions.

The base also hosts F-35 Lightning II fighters, the most advanced combat aircraft in the American arsenal, alongside a rotating cast of tanker aircraft that refuel bombers over the skies of Syria, Iraq, and the Strait of Hormuz.

There is a history between Al Dhafra and Iran. In June 2019, Iranian air defenses shot down a Global Hawk operating in the region, an act that escalated tensions. The message was clear: Iran knows exactly where America's prying eyes are, and it has the capability to blind them.

But Al Dhafra's vulnerability extends beyond the runway. Its computers, its radar systems, its air traffic control, the climate-controlled hangars that protect its multi-million-dollar aircraft from the brutal Persian Gulf heat – all of it depends on a steady and uninterrupted flow of electricity from Al Tawelah power plant.

Any disruption at the power plant would not merely dim the military base's lights but it would also silence its early warning systems, degrade its communications, and ground its fleet. The Global Hawks would become expensive paperweights, their sensors inert, and their pilots helpless.

Iranian military strategists have certainly mapped this dependency. Al Tawelah, with its exposed transmission lines snaking across open desert, represents a single point of failure for one of America's most important aerial reconnaissance hubs. It is a vulnerability that Emirati and American engineers work tirelessly to protect, and one that Tehran has undoubtedly factored into its strategic calculations.

DEWA: The artery of Dubai

Further north, where the Persian Gulf's turquoise waters meet the shores of Jebel Ali, the Dubai Electricity and Water Authority (DEWA) power complex lies with a massive space.

Its capacity of 9,650 megawatts is staggering, enough to provide 85 percent of the electricity consumed by Dubai's 3.5 million residents and the endless parade of tourists who flock to its luxury resorts and shopping malls.

But DEWA's most important customer is not the Burj Khalifa or the Palm Jumeirah. It is Al Minhad Air Base of the US military, located approximately 50 kilometers south of Dubai's city center.

Al Minhad is a crucial node in America's southern Persian Gulf military presence, serving as a logistics and staging hub for military operations across the region. It is here that cargo planes land, troops rotate, and supplies are distributed to more forward-deployed units. During the wars in Iraq and Afghanistan, Al Minhad was a vital transit point, processing hundreds of thousands of personnel and millions of tons of equipment.

Unlike Al Dhafra, which bristles with offensive firepower, Al Minhad's role is more logistical but no less critical. It is the supply chain's beating heart. Without it, the entire American logistical network in the southern region of the Persian Gulf would begin to fray. Aircraft could not be refueled. Personnel could not be rotated. The sustained presence that defines America's regional posture would become unsustainable.

All of it depends on DEWA. The power plant's massive transmission lines run beneath the desert, carrying electricity to air conditioning units that keep sensitive electronics cool, to computers that track global supply chains, to radar installations that protect the base's perimeter. A strike on DEWA's generating capacity, or the substations that connect it to Al Minhad, would not merely inconvenience the base but would sever its operational lifeline.

Ras Laffan: Nerve center of American air power

For the most dramatic illustration of this strategic interdependence, one must travel to Qatar's eastern coast, where the Ras Laffan Industrial City rises from the desert like a metallic mirage.

This is the heart of Qatar's energy empire, a complex of natural gas liquefaction plants, petrochemical facilities, and the Ras Laffan power station, which generates around 4,511 megawatts of electricity.

But Ras Laffan's true importance lies not in the gas it exports to Asian markets but in the power it sends to Al Udeid Air Base, located approximately 40 kilometers southwest of Doha. 

Al Udeid, which has come under Iranian retaliatory strikes in recent months, is considered the crown jewel of America's military presence in the region, the largest US military installation in West Asia and the forward headquarters of US Central Command's (CENTCOM) air operations.

From Al Udeid's sprawling runways, American and coalition aircraft have in the past launched attacks on Afghanistan, Iraq, Syria, and Yemen. The base hosts B-1B Lancer bombers, KC-135 tankers, and a constellation of surveillance and strike aircraft that provide the US with air superiority across two continents. 

Its Combined Air Operations Center (CAOC) is the brain of American air power in the region, a windowless, heavily fortified nerve center where airmen track every aircraft in the sky, coordinate strikes, and direct the flow of war from the Arabian Gulf to the Mediterranean.

The CAOC's banks of computers, its satellite communications arrays, its real-time data links to ships, submarines, and ground forces – all of it requires vast quantities of electricity. A disruption at Ras Laffan would not merely inconvenience Al Udeid but would paralyse the CAOC, severing the connection between pilots in the air and commanders on the ground. 

The base's aircraft would still be able to fly, but they would do so without the coordination and intelligence that make them lethal. American air power, for all its sophistication, would be reduced to a collection of isolated platforms, each operating in a fog of confusion.

Iranian military strategists have long recognized Al Udeid's centrality to American military adventurism. The base has been a priority target, its runways and command centers simulated in computer models and military exercises. 

But Ras Laffan offers an alternative point of leverage, an energy infrastructure target that would be far more difficult to defend than the base's hardened bunkers. A single precision strike on the power station's transformers or transmission lines could cripple America's air operations across the region.

Riyadh: Powering kingdom’s American shield

Saudi Arabia hosts what may perhaps be the most sensitive American military asset on the Arabian Peninsula: Prince Sultan Air Base, located near the town of Al Kharj, approximately 80 kilometers south of Riyadh. 

This sprawling facility, with its reinforced aircraft shelters, deep ammunition bunkers, and extensive runway network, has been the centerpiece of America's military relationship with the Kingdom since the 1991 Persian Gulf War.

Today, this base serves as a key hub for American air operations in the Persian Gulf, hosting fighter squadrons, surveillance aircraft, and support personnel. Its location deep inside Saudi territory provides it with a degree of protection that forward-deployed bases in smaller Persian Gulf states lack, but this comes with a trade-off: the base is almost entirely dependent on the Riyadh power grid for its electricity.

The Riyadh power station, with its capacity of 9,636 megawatts, supplies the vast majority of the Saudi capital's electricity. But Prince Sultan, with its radar arrays, air defense systems, and climate-controlled aircraft hangars dependent on the power plant, draws a significant portion of this output. Any disruption in the grid would leave the American base vulnerable.

This vulnerability is particularly acute because Prince Sultan base is not just a logistics hub or a staging ground. It is a defensive bulwark, guarding the Kingdom's skies. Its air defense radars and interceptor aircraft are the first line of defense against any airborne incursion. If the power fails, so too does the shield.

Saudi leadership has invested billions in American military technology to protect its sovereignty, but that technology is powerless without the electricity that flows from Riyadh's civilian energy infrastructure.

A threat to Iran's power grid is, in effect, a threat to the very systems that protect America's most important Persian Gulf ally.

The web of Interdependence

Together, these four power plants – Al Tawelah, DEWA, Ras Laffan, and Riyadh – form a critical power infrastructure network that sustains American military power across the Persian Gulf. 

They are not merely civilian utilities but the hidden pillars of the US military architecture in the region. Each one represents a point of vulnerability that Iranian military strategists have undoubtedly identified and put on the list.

This interdependence creates a form of mutual deterrence that is rarely acknowledged in public discourse. For every threat against Iran's nuclear facilities or oil export terminals, there exists a reciprocal capability to disrupt the electricity that powers America's regional military presence. 

An attack on Iranian energy infrastructure would invite a response that targets the energy systems of regional countries – and by extension, the American occupation bases that depend on them.

The Persian Gulf states understand this vulnerability well. In recent years, they have invested heavily in grid hardening, backup systems, and renewable energy sources to reduce their exposure. But the fundamental reality is that their strategic relationship with the United States is built on the same fragile foundation of electricity that flows from a handful of massive, exposed power plants.

For the United States, the implication is equally clear. Its vaunted military supremacy is not self-contained but dependent on the goodwill, stability, and infrastructure of its Persian Gulf partners. The F-35s and Global Hawks are only as effective as the power plants that keep them running.

And those power plants, for all their modern sophistication, remain vulnerable to the same kinds of asymmetric threats that Iran has mastered over decades of asymmetric warfare.
