Iran has introduced a temporary transit framework for commercial vessels passing through the Strait of Hormuz, under which shipping operators must submit passage requests to the Persian Gulf Strait Authority (PGSA.ir), while outlining that no fees will be levied for an initial 60-day period, with all associated costs covered by the Iranian government.
The Secretariat of the Supreme National Security Council said Thursday that vessels must comply with designated routes, schedules and operational instructions issued by the authority due to navigational and safety considerations.
Technical procedures and additional measures, including de-mining arrangements referenced in the Islamabad Memorandum of Understanding, will be communicated and implemented by the relevant authority, it added.
Below is the full text of the statement issued by the Secretariat of the Supreme National Security Council:
Pursuant to Paragraph 5 of the Islamabad Memorandum of Understanding, commercial vessels seeking transit through the Strait of Hormuz shall submit their requests to the Persian Gulf Strait Authority (PGSA.ir).
In accordance with the Islamabad Memorandum of Understanding, no fees or charges will be levied on applicants for a period of sixty (60) days. All such costs will be borne by the Government of the Islamic Republic of Iran.
Accordingly, the Persian Gulf Strait Authority has been instructed to review and process all applications expeditiously and with priority in furtherance of the objectives of the Memorandum of Understanding.
In light of the special circumstances and the existence of certain navigational and safety risks along the transit route, and in order to ensure safe passage and prevent maritime incidents, vessels are required to transit in accordance with the routes, schedules, and instructions communicated to them in order to facilitate the gradual increase of maritime traffic through the Strait.
The operational arrangements and technical procedures governing transit through the Strait of Hormuz will be communicated by the Persian Gulf Strait Authority.
With respect to other matters, including de-mining, the necessary measures will be undertaken in accordance with Paragraph 5 of the Islamabad Memorandum of Understanding.
